Our government relations, legislation, and regulation department was established by Adv. Erez Kaminitz with the objective of assisting our clients in their activities opposite Government Ministries and offices, local government, and other public bodies. Our department assists on a broad spectrum of civil law matters and where they interface with Government and Public bodies, including, for amongst others, the Israel Land Authority. These matters often include real estate, planning, building, zoning, banking, consumerism and more. Our team possesses expertise in representing the diverse interests of its clients in legislative processes, in proposing regulatory changes, and obtaining sectorial, market wide as well as individual rulings and decisions. The department specializes in representing its clients vis-à-vis the Ministry of Justice, the Planning Administration, and the Israel Land Authority, on issues that have an across-the-board market wide implication. Thus, we often advise on various legal issues arising by virtue of National Outline Plan 70 pertaining to Metro Systems, and the legislative processes arising from this plan, and are specifically capable of assisting our clients in access to decision makers. Furthermore, Adv. Kaminitz serves as counsel to the Real Estate Appraisers Association in Israel and often represents the association before various State authorities and bodies.
Adv. Kaminitz’s vast experience from his previous role as Deputy Attorney General (Civil Affairs), and specifically, his experience with legislative processes and working with the various Government Ministers and the Minister of Justice in particular, greatly contributes to our clients when it comes to legislative initiatives, interpretation of legislation and regulations or, in concrete matters, in the unique junction where private and public and governmental bodies interface.
We often advise various representative organizations opposite Governmental Ministries, and specifically, opposite the Ministry of Justice when it comes to legislative processes and the adoption of new or amendments to regulation. Thus, we advised a representative organization opposite the Ministry of Justice and other relevant public bodies in the process of regulating a profession to mandate a license for the profession and the licensing process.
Alongside dealing with cross sectorial or market wide arrangements, the department assists the firm’s clients, on individual and specific matters involving existing regulation in real estate, planning and zoning, and particularly where the Israel Land Administration is involved. The department’s attorneys advise clients in a host of agreements with the Israel Land Administration, and work to promote residential, commerce and employment real estate projects, infrastructure projects, and renewable energy projects. Together with the firm’s planning & zoning department, our team is especially equipped to assist in planning proceedings opposite all local, district and national planning committees and bodies. Thus, we advised clients in relation to long-term leasehold agreements in the promotion of renewable energy projects, where we were able to implement our special expertise in the relevant legislation and regulation.
