Plan TA/3700 Complex – Northwest Tel Aviv
The plan spans an area of 1,900 dunams in the northwest section of the city of Tel Aviv on the coastline.
The outline plan was authorized back in January 2015, whereby 12,000 apartments was scheduled be built on the plan’s area, in additional to commercial spaces, offices and hotels. The plan includes 5 complexes, where each complex was prepared a separate detailed plan.
The five detailed plans include building appendices, reparcelization tables prepared by the municipality, including the distribution of the rights of the owners of the different lots. The detailed plans were deposited for objections in March 2018.
Appraiser Levana Eshed was appointed by the Local Committee to hear the objections submitted regarding the flaws in the plan. The deliberation on the objections was concluded in September 2019; however, the investigator’s professional opinion has yet to be announced and decisions have not been made.
In October 2020, our firm submitted an administrative petition in the name of our landowners against the Tel Aviv Jaffa Local Committee for Planning and Construction and the Municipality of Tel Aviv-Jaffa. The petition was submitted in light of the stagnation in the decision making related to promoting the five detailed plans and the concern regarding a conflict of interest and flawed judgement, given that the Municipality is a significant landowner with economic interests in the complex. As part of this petition, the Court was asked to rule for the transfer of the plans to the District Committee for Planning and Construction, where the time schedule for their advancement is expected to be much shorter.
Our firm has amalgamated the largest group of landowners in the plan’s complex. All of the owners represented by our firm have signed the partnership agreement; and consequently, the Local Committee has been requested to allocate rights in full lots (some 70 lots) to the group. In the next stage, private partnership agreements will be signed, and comprehensive legal service will be provided to reach contractual agreements suitable to the construction of each building.
The group represented by our firm is assisted by Appraiser Shaul Rosenberg who provides professional appraisal assistance for the planning stages and the proposed allocation. Subsequently, he will assist with the construction processes and the distribution of the apartments among the owners.

These aspects include management of the planning processes, distribution of the rights among the owners, exercising rights through transactions that will be tailored to meet the requests and decisions of the landowners, until the delivery of the apartments that were allocated based on the scope of their rights in the complex.
